Charlie Seymour is a Financial Adviser for the Privatization Directorate of Emirates Water & Electricity Company (EWEC) the Procurer and single buyer of power and water in Abu Dhabi and the northern Emirates. Charlie played a key role in the procurement, negotiation and financing of the 1,177MW dc Noor Abu Dhabi Project at Sweihan which set new landmarks for competitive utility scale Solar PV in the global PV market, with a weighted LEC of 8.888 fils/kWh. Noor Abu Dhabi closed in May 2017 and is now nearing completion.
Charlie is currently involved in 3 critical procurements (1) the Procurement of the 200 MIGD Taweelah RO water desalination Project which recently opened highly competitive bids, (2) the next phase of Abu Dhabis Solar PV program which involves a 2 GW Solar PV Project and (3) the Procurement of a new greenfield c. 2000 MW CCGT at Fujairah.
Prior to joining ADWEA in the summer of 2009 Charlie has spent over 25 years in the power/utilities sector as a banker and developer, including HSBC where he was Managing Director head of power & utilities, the developer InterGen and UBS.
